Clarifies that forfeiture applies to vehicles owned by drivers' parents, where drivers are minors. Authorizes vehicle forfeiture for a repeat offender previously convicted of committing the offense of operating a vehicle under the influence of an intoxicant who is the registered owner of the motor vehicle, and increases community service requirements.
