Measure Title: RELATING TO CAMPAIGN SPENDING.
Report Title: Campaign Spending Reform
Description: Makes permanent the attachment of the campaign spending commission to the lieutenant governor's office; prohibits banks, corporations, labor organizations, and other entities organized under the authority of federal or state laws from making campaign contributions; prohibits the State and counties from entering into contracts with any person who makes contributions within a specified time before, during, and after performance of the contract; decreases the contribution limit for persons to $2,000 within an election period, which is defined as the two-year period between general election days; limits contributions to any number of candidates to an aggregate amount of $25,000 in a two-year election period; specifies coordinated campaign activities that constitute contributions; clarifies disposition of contributions that exceed the contribution limit; provides that intentional and knowing violations of the campaign spending law shall be a class C felony.
