Description: | Creates a county highways task force within the department of transportation to oversee the transfer of all state highways functions and funding to consist of one member of the United States Congress, the state director of transportation, the four county directors, one person appointed by the governor, and the chairpersons of the house of representatives and the senate standing committees on transportation and intergovernmental affairs. Directs the task force to establish and enforce a timetable for the transfer of highway related functions, including appropriations for highway projects, contracts relating to state highways, federal and state funds, and unexpended and unencumbered balances from the state highway fund for highway related capital improvements. Directs the task force to review relevant highway related statutes and ordinances for possible revision. Provides for the transfer of all state department of transportation rights, powers, functions, duties, employees, officers, appropriations, records, equipment, machines, files, supplies, contracts, books, papers, documents, maps, other personal property, and federal funds for highway maintenance, operation, repair or construction in regards to state highways to the appropriate county departments |
