Description: | Repeals the compliance resolution fund and redirects fees to the general fund. Requires DCCA to return or discount fees if the fees collected in the prior year is a 110 per cent of the fees collected in the prior year and if the fees drop below 90 per cent, the fees shall be increased to eliminate the shortfalls.
