Description: Amends the standard nonforfeiture law for individual deferred annuity contracts by extending for 2 years the 1.5% interest rate for determining the minimum nonforfeiture amount; establishes an indexed rate with a maximum of 3% and minimum of 1% to be phased in during the 2 years and used exclusively thereafter.
