RELATING TO HIGHWAY SAFETY.

Prohibits State and counties from prohibiting military munitions transfers through interstate vehicular tunnels if the transfers adhere to safety standards. (SD1)

Establishes an emergency medical services special fund to be funded by fee on registration for motor vehicles. Appropriates funds for additional ambulance services for parts of Oahu, Maui, and Hawaii, and for professional development and training for paramedics on Kauai, Maui, and Hawaii. (SD2)
