RELATING TO IMPACT FEES.

MAKING AN APPROPRIATION FOR PUBLIC SCHOOL TEACHER BONUSES.

Provides a bonus for public school teachers if state revenues exceed an unspecified amount.

RELATING TO WEST HAWAII.

Establishes an advisory referendum on the question of whether West Hawaii should be established as a separate county with the proposed division between the counties as a straight line running from Upolu Point in the north to South Point in the south.

RELATING TO NOISE ABATEMENT.

Directs the director of health to adopt administrative rules for noise abatement. Appropriates funds for enforcement by health authorities and appropriate law enforcement officers, as well as for decibel meters, to ensure that the administrative rules are effectively executed and enforced.

RELATING TO SUMMONS AND CITATIONS.

Allows for copies of summons and citations to be electronically recorded, maintained, and transmitted.

RELATING TO NOISE.

Prohibits leaf blower manufacturers from causing to be sold in the State leaf blowers whose sound levels have not been tested and lowered under standards of the American National Standards Institute. Appropriates funds for the director of health to establish a buyback program for noncompliant models of leaf blowers. Expands unreasonable noise category of the crime of disorderly conduct to include noise from motorized apparatus.
