RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY AND PROTECTING CONFIDENTIALITY OF TRADE SECRETS.

Retains confidentiality of records pertaining to tenants and prospective tenants of the Natural Energy Laboratory of Hawaii Authority containing confidential commercial and proprietary information.

RELATING TO BOXING.

Proposes amendments to update and conform the Hawaii statutes to the federal Professional Boxing Safety Act of 1996. Incorporates current boxing practices since substantive amendments have not been made since 1986. Clarifies that the Commission has jurisdiction over professional boxing contests (i.e., boxing contests involving a money prize or purse or other form of compensation).

Establishes basic due process rights of small businesses, especially in regard to the actions of state agencies.

To protect activity providers from non-payment for services rendered by requiring solely Client Trust Accounts, instead of performance bonds coupled with irrevocable letters of credit as an alternative.

AMENDING ARTICLE V, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Amends the state constitution to change the way land use commissioners are appointed. Enables senate and house leadership members, in addition to the governor, to appoint land use commissioners.
