Creates the substance abuse treatment special fund into which $1,000,000 in moneys collected from the liquor tax shall be deposited annually. The funds will be used by the DOE to hire drug counselors for middle, junior high, and high schools.

Allows a teacher to exclude from the classroom any student who: (1) engages in conduct that violates the teacher's rules and policies, approved by the principal; and (2) assaults, threatens, abuses or intimidates a school employee or student. The student may be readmitted to the classroom if the principal determines the return is appropriate.

Amends statutory provision relating to the Hawaii Rx program based on the U.S. Supreme Court's ruling on the Maine Rx program on which Hawaii Rx is modeled, to: (1) address the concerns of the Centers for Medicare and Medicaid Services to protect access of medicaid clients to the prescription drugs they need; (2) prevent loss of prescription drug benefits to employees covered by employer-sponsored drug benefit plans; (3) address the concerns of pharmacies and drug manufacturers; (4) conform the rebate process to chapters 91 and 92; and (5) rename the program as Hawaii Rx Plus.

Clarifies certain provisions relating to renewable energy systems, and specifics that: (1) the credit is nonrefundable and may be carried forward until exhausted; (2) the system must be placed in service during the taxable year for which the credit is claimed; and (3) the credit must be claimed within 12 months of after the close of the taxable year for which the credit is being claimed.

RELATING TO MORTGAGE BROKERS AND SOLICITORS.

Requires mortgage brokers to provide borrowers with a written summary of the borrower's rights and obligations not longer than one page in length and in 12-point font on consumer caution and home ownership counseling. Prohibits a continued course of misrepresentation that targets a particular type of borrower. Authorizes the department of commerce and consumer affairs to adopt rules regarding disclosures of a mortgage broker's marketing, commercial, and investment strategies. Increases penalties for violations of the laws. Raises the licensure bond from $15,000 to $50,000. Gives the commissioner adjudicatory powers.
