MAKING AN APPROPRIATION FOR A SECURE, SIX HUNDRED TO SEVEN HUNDRED BED SUBSTANCE ABUSE TREATMENT FACILITY TO BE RUN BY THE DEPARTMENT OF PUBLIC SAFETY.

Appropriates funds from the Hurricane Relief Fund for a 600-700 secure bed facility for convicted drug offenders. Requires that the facility be run by the department of public safety and provide clinical and psychiatric substance abuse treatment, education, job development, job-training, and associated services for participants who are convicted drug offenders or on probation for a drug offense.

Requires the director of labor and industrial relations to establish a program that authorizes a private third-party workers' compensation drug card system that allows injured workers to receive prescription drugs promptly at no cost; program administrator to be selected pursuant to chapter 103D.

Requires certain military-related member owned reciprocal insurers and their wholly owned insurer subsidiaries in the motor vehicle insurance business to provide a complete sales and claims service office in the State but removes that duty from the commissioner's licensing oversight.

Shortens from 30 days to 15 days both the length of time that a motor vehicle insurer must continue coverage after the insurer cancels a motor vehicle insurance policy and the notice period that the insurer must provide an insured before the insurer may cancel the policy. Specifies that cancellations are for nonpayments of premiums.
