RELATING TO LONG-TERM CARE INSURANCE PREMIUM TAX CREDIT.

Provides tax credit to resident taxpayers, regardless of adjusted gross income, for long-term care insurance premiums at lesser of $2,000 or 20% of the amount of the insurance premium paid. Prohibits medical expense deduction for long-term care insurance cost if tax credit is claimed.

RELATING TO EMPLOYMENT CONTRACTS FOR BROADCAST INDUSTRY EMPLOYEES.

Makes it unlawful for a broadcast employer to include in any employment contract with a current or prospective broadcast employee a provision that is a prospective employment access restriction.

Increases fines for repeatedly allowing car alarm to sound for longer than 5 minutes.

RELATING TO TRAFFIC FINES.

Adds a surcharge of twenty per cent to each fine levied for a violation of any section or provision of the Statewide traffic code. Requires the director of finance to distribute the amount of the surcharge to the county in which the violation occurred.

Directs the executive branch to consider the undeveloped portion on the existing Halawa correctional facility as one of the possible sites for replacing the Oahu community correctional center.

Authorizes an employer to retain an administrative fee of $2 from each payment delivered to plaintiff to satisfy the judgment.

RELATING TO WAGES.

Authorizes an employer to furnish to an employee an electronic record of an employee's total gross compensation, the amount and purpose of each deduction, total net compensation, date of payment, and pay period covered, in lieu of a printed, typewritten, or handwritten record, upon receipt of authorization from the employee.

RELATING TO FAMILY LEAVE.

Authorizes a permanent full-time public employee who is exempt from chapters 76 and 89 but not an "excluded employee" as defined in section 89C-1.5, HRS to use more than 10 days per calendar year of sick leave for family leave purposes if so authorized by a valid employment policy.

RELATING TO EMPLOYMENT.

Limits paid leave for government employees who attend parent-teacher conferences to two (2) hours, and clarifies that government employees are eligible to receive paid leave to attend the parent-teacher conferences of adult children who are attending a public or private school in grades kindergarten through twelve.

RELATING TO ATTORNEY'S LIENS.

Prevents the double taxation of income by providing an attorney a superior lien on judgments, decrees, orders, and awards entered in the client's favor.

RELATING TO ATTORNEYS' FEES.

Establishes a graduated schedule of reasonable attorneys' fees for cases pertaining to an association's collection of delinquent assessments, foreclosure of liens, and enforcement of the Condominium Property Act and related rules and regulations.

Raises the income tax standard deduction and personal exemption amounts to 80% of the federal amount for 2004, 90% for 2005 and 100% for 2006 and thereafter.
