Authorizes the department of commerce and consumer affairs to adopt rules regarding disclosures of a mortgage broker's marketing, commercial, and investment strategies. Increases penalties for violations of the laws. Raises the licensure bond from $15,000 to $50,000. Gives the commissioner adjudicatory powers.
