Authorizes the issuance of revenue bonds to finance State Park improvements, including the removal of non-compliance cesspools, with debt service being paid by transient accommodation tax revenues through the State Parks Special Fund and matching funds from the Special Land and Development Fund.

RELATING TO SOLID WASTE.

Prohibits the application of sewage sludge at higher and lower public education campuses, state or county parks, and agricultural lands where food or feed for livestock are produced, farm animals graze, and crops are grown.

Establishes the Aquatic Life Propagating Station Special Fund to fund the operations and maintenance of aquatic life propagation stations established and maintained by the department of land and natural resources.

Removes the probable cause requirement from state inspections of any bag, container, vehicle, or conveyance that may contain aquatic life, in determining compliance with state laws and regulations on aquatic resources.

RELATING TO CORAL REEF PROTECTION IN THE NORTHWESTERN HAWAIIAN ISLANDS.

Repeals regulated fishing in the Northwestern Hawaiian Islands. Creates the Northwestern Hawaiian Islands Refuge Act. Sets aside the Northwestern Hawaiian Islands as a no-take refuge. Establishes the Northwestern Hawaiian Islands refuge committee. Provides enforcement and penalties for violations of the laws and rules of the refuge.

MAKING AN APPROPRIATION TO ASSIST MAUI COUNTY ON INDIGENOUS HAWAIIAN ARCHITECTURE.

Appropriates funds to the county of Maui for the testing of local tree materials and their installation in indigenous Hawaiian architecture.
