Repeals the Aloha Tower Development Corporation and creates an Aloha Towers development district under the jurisdiction of the Hawaii Community Development Corporation.

Authorizes the use of moneys in the state parks special fund to pay the debt service on revenue bonds issued for state park facilities.

Authorizes the tax collector to foreclose on real property on which outstanding fines exceeding $50,000 are owed due to egregious zoning or building code violations.

AMENDING ARTICLE V, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Amends the state constitution to change the way land use commissioners are appointed. Enables senate and house leadership members, in addition to the governor, to appoint land use commissioners.

RELATING TO OFFICE OF HAWAIIAN AFFAIRS.

Makes a $15,100,000 appropriation to OHA in ceded land revenues. Creates a joint advisory committee to study alternative approaches to payment of ceded land revenues to OHA. Makes an appropriation to the department of the attorney general to provide logistical and staff support for the joint advisory committee.

RELATING TO CEDED LANDS.

Prohibits the State from selling, exchanging, or otherwise alienating lands contained in the public land trust.

RELATING TO HAWAIIAN LANGUAGE.

Requires that all government letterheads and, whenever possible, government documents contain both Hawaiian, English, and proper Hawaiian-language grammar; all government computers and software be able to process new Hawaiian language requirements; that notice be given to all government computer vendors; and an advisory board be formed to provide guidance to the government on Hawaiian language.

RELATING TO LAND USE.

Requires joint hearings between the state land use commission and the appropriate county land use decision-making authority for any project that would require a hearing by each body to obtain necessary land use and zoning approvals.

Allows Governor select one appointment and select two appointments each from lists of nominees submitted by the speaker of the house of representatives, the president of the senate, the minority leader of the house of representatives, and the minority leader of the senate.

RELATING TO STATE DISPOSITIONS.

Allows rather than requires the board of land and natural resources to provide in every patent, deed, lease, agreement, license, or permit that the use and enjoyment of the premises being granted shall not be in support of any policy which discriminates.
