Sets forth policies and procedures for identifying and managing important agricultural lands and directs the agribusiness development corporation to convene a task force to develop incentives for important agricultural lands.

Directs the department of land and natural resources to establish the Kapoho Bay recreation area as part of the conservation district. Appropriates funds for designation of a state recreation area, including restroom facilities for Kapoho Bay Conservation District.

Requires department of land and natural resources, in calculating lease rents for private noncommercial pier, to value the submerged lands under the piers at 50% of the assessed value for real property taxes of the fast lands; sets rent at 2% of submerged land value; extends sunset date.

Authorizes the department of education to assess and collect impact fees by intergovernmental agreement with a county, as fair share contributions of developers for the construction of state public school facilities.

Establishes a state park imua special fund with a community matching component. Enables the use of moneys from the special fund to assist in the repair and maintenance of state parks. Appropriates funds for park repair projects.

RELATING TO STATE ENTERPRISE ZONES.

Changes qualifications for an agricultural business in state enterprise zone: (1) substitutes 2% cumulative average annual gross revenue increase for 10% average annual increase in employment; (2) allows additional 7 years participation; (3) invokes force majeure to prevent disqualification.

Prohibits the leasing of all fast lands, at any one time, within an existing state boating facility.

Changes the present shoreline certification process by changing the definition of "shoreline" and requiring state shoreline locators as well as private land surveyors to determine and certify shorelines, and appropriates funds for a videographic study of the upper reaches of the wash of high seasonal surf around the islands.
