RELATING TO IMPORTANT AGRICULTURAL LANDS.

Sets forth policies and procedures for identifying and managing important agricultural lands and directs the agribusiness development corporation to convene a task force to develop incentives for important agricultural lands.

RELATING TO PUBLIC PROPERTY.

Instituting a misdemeanor penalty and fines for any person obstructing access to the sea, the shoreline, any inland recreational area, or any of the public rights-of-way, transit areas, or public transit corridors.

RELATING TO CEDED LANDS.

Prohibits the State from selling, exchanging, or otherwise alienating lands contained in the public land trust.

RELATING TO THE KAPOHO BAY CONSERVATION DISTRICT.

Directs the department of land and natural resources to establish the Kapoho Bay recreation area as part of the conservation district. Appropriates funds for designation of a state recreation area, including restroom facilities for Kapoho Bay Conservation District.

RELATING TO PRIVATE NONCOMMERCIAL PIERS.

Extends amnesty for private noncommercial piers to 6/30/07.

RELATING TO PRIVATE NONCOMMERCIAL PIERS.

Requires department of land and natural resources, in calculating lease rents for private noncommercial pier, to value the submerged lands under the piers at 50% of the assessed value for real property taxes of the fast lands; sets rent at 2% of submerged land value; extends sunset date.

RELATING TO SUBMERGED LANDS.

Permits installation and maintenance of private residential noncommercial pier subject to state submerged land lease to be without lease rent; subject to administrative charge.

RELATING TO PUBLIC LANDS. (Short form bill)

Requires the governor or executive agency taking any action on transactions involving public lands that is subject to legislative disapproval, to provide reasonable, timely, and sufficient notice of that action to the legislature. (Proposed SD1)

RELATING TO IMPACT FEES.

Authorizes the department of education to assess and collect impact fees by intergovernmental agreement with a county, as fair share contributions of developers for the construction of state public school facilities.

RELATING TO THE KOMOHANA RESEARCH AND OUTREACH CENTER.

Authorizes the issuance of GO bonds for the college of tropical agriculture and human resources in Hilo, Hawaii to renovate the Komohana research and outreach center; construct laboratories, additional rooms, and offices; and build replacement greenhouses and support space.

RELATING TO TROPICAL AGRICULTURE AND COMMUNITY RESOURCES.

Appropriates funding to the University of Hawaii to support college of tropical agriculture and human resources research, instruction, and outreach programs.

RELATING TO THE WAIMANALO RESEARCH AND OUTREACH CENTER.

Authorizes the issuance of GO bonds for UH to develop a long-range plan for a Waimanalo research and outreach center.

AUTHORIZING ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR A NEW OFFICE BUILDING FOR EXTENSION PROGRAMS ON MOLOKAI.

Authorizes issuance of GO bonds and appropriates funds for the construction of a new office building for the cooperative extension service programs on Molokai.

RELATING TO STATE PARK RESTORATION AND MAINTENANCE.

Establishes a state park imua special fund with a community matching component. Enables the use of moneys from the special fund to assist in the repair and maintenance of state parks. Appropriates funds for park repair projects.

RELATING TO STATE ENTERPRISE ZONES.

Changes qualifications for an agricultural business in state enterprise zone: (1) substitutes 2% cumulative average annual gross revenue increase for 10% average annual increase in employment; (2) allows additional 7 years participation; (3) invokes force majeure to prevent disqualification.

RELATING TO THE MAINTENANCE OF PROPERTIES WITHIN THE KALAELOA COMMUNITY DEVELOPMENT DISTRICT.

Clarifies the responsibility of the Hawaii Community Development Authority to act as an ombudsman for issues of concern within the Kalaeloa Community Development District.

RELATING TO THE OFFICE OF PLANNING.

Requires the office of planning to report to the director of the department of business, economic development, and tourism; clarifies that DBEDT has sole jurisdiction over the land use commission, office of state planning, and state functional plans.

MAKING AN APPROPRIATION FOR THE PAAUILO RENDERING PLANT, HAMAKUA, BIG ISLAND.

Appropriates funds for improvements to the Paauilo rendering plant in Hamakua.

MAKING AN APPROPRIATION FOR THE HONOMALINO IRRIGATION SYSTEM IN THE BIG ISLAND.

Makes an appropriation for the Honomalino irrigation system in the South Kona region of the Big Island.

MAKING AN APPROPRIATION FOR THE PURCHASE OF LAND IN PUPUKEA-PAUMALU, OAHU.

Appropriates funds to purchase 1,110 acres in the Puukea-Paumalu area on Oahu.

MAKING AN APPROPRIATION TO DETERMINE AND IMPLEMENT THE BEST MITIGATION MEASURE TO CONTROL FLOODING OF LAKE WILSON.

Appropriates $300,000 for the study of the best mitigation measures to control peak flows from storms into Lake Wilson; Appropriates $1,000,000 for planning, design, and construction of the best mitigation measure.

MAKING AN APPROPRIATION TO SUPPORT THE FUTURE FARMERS OF AMERICA PROGRAM IN HAWAII.

Appropriates $          , to support Future Farmers of America programs.

RELATING TO AGRICULTURAL COMMODITIES.

Moves coffee weighing provisions which were never implemented, and provisions regulating the advertising of fresh fruit and vegetables and coffee to the chapter dealing with agricultural grades and standards. Allows the use of the Certification Services Revolving Fund to hire temporary employees to assist in certifying chicken eggs and meat.

RELATING TO THE HANA WHARF AND SMALL BOAT HARBOR.

Authorizes the issuance of general obligation bonds and appropriation of funds for the repair and modification of the Hana Wharf and the Hana Small Boat Harbor.

RELATING TO NATURAL RESOURCE VIOLATIONS.

Establishes a civil natural resource violations system within the Department to process violations of departmental regulations.

RELATING TO ENFORCEMENT.

Amends sections relating to the Department's enforcement authority within the Kahoolawe Island Reserve and for the protection of caves for consistency. Expands the Department's enforcement authority to all lands and waters of the State.

RELATING TO AQUATIC LIFE.

Establishes the Aquatic Life Propagating Station Special Fund to fund the operations and maintenance of aquatic life propagation stations established and maintained by the department of land and natural resources.

RELATING TO OCEAN RECREATION AND COASTAL AREAS.

Prohibits the leasing of all fast lands, at any one time, within an existing state boating facility.

RELATING TO COASTAL ZONE MANAGEMENT.

Changes the present shoreline certification process by changing the definition of "shoreline" and requiring state shoreline locators as well as private land surveyors to determine and certify shorelines, and appropriates funds for a videographic study of the upper reaches of the wash of high seasonal surf around the islands.
