Amends the description of an existing budgeted line item for planning long-term water source development to immediate capital improvements to the Molokai irrigation system to improve consistency and availability of agricultural water on Molokai.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR KEEHI BOAT HARBOR IMPROVEMENTS.

Authorizes general obligation bond issuances to finance Keehi boat harbor improvements.
