RELATING TO UNEMPLOYMENT BENEFITS.

Encourages eligible claimants of unemployment insurance to seek gainful employment by permitting claimants to receive their weekly benefit amount without regard to earnings received from employment. Allows for the use of federal Reed Act funds to offset anticipated increases in unemployment insurance claims. (SD1)

RELATING TO WAGES.

Clarifies that the state law requiring payment of prevailing wages applies to all laborers, mechanics, required assistants, helpers, tenders, and apprentices required on all public works projects. Authorizes an employer to furnish to an employee an electronic record of an employee's total gross compensation, the amount and purpose of each deduction, total net compensation, date of payment, and pay period covered, in lieu of a printed, typewritten, or handwritten record, upon receipt of written authorization from the employee. RELATING TO EMPLOYMENT.

Limits paid leave for government employees who attend parent-teacher conferences to two hours, and clarifies that government employees are eligible to receive paid leave to attend the parent-teacher conferences of adult children who are attending a public or private school in grades kindergarten through twelve. RELATING TO EXEMPT EMPLOYEES.

Allows employees in exempt positions who have performed work satisfactorily for eight or more consecutive years to apply for intra-departmental and inter-departmental transfers and intra-departmental and inter-departmental promotional examinations for which they meet the minimum qualifications. RELATING TO PUBLIC EMPLOYEES.

Requires the proposed adjustments to compensation and benefit packages for excluded civil service employees to be at least equivalent to the adjustments provided under collective bargaining agreements for counterparts within the employer's jurisdiction.(HB1919 HD1)

RELATING TO EQUAL PAY.

Establishes a pay equity task force to review any relevant information and make recommendations for funds and specific actions to correct any gender-based pay inequities. Prohibits employers from discriminating on the basis of gender by paying wages to an employee at a rate less than the rate at which the employer pays wages to another employee of the opposite sex for equal work, except when the difference in compensation is based on a seniority system, a merit system, a system that measures earnings by quantity or quality of production, a bona fide occupational qualification, or a differential based on any factor other than sex. Clarifies that an employee who received a special retirement incentive benefit may be reemployed by the State without having to forfeit all benefits received if the employee's subsequent employment with the State is by contract-for-service for a period not to exceed one year in duration. RELATING TO HABITUAL OPERATION OF A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Requires habitual DUI offenders to pay a driver education assessment, to be assessed for substance abuse or dependence, and to obtain treatment if necessary. Prohibits issuance of new license to habitual DUI offender until period of license revocation expires. Permits court to order offender to reimburse cost of blood or urine testing. Adds conforming references to habitual DUI offenders to use of intoxicants law. Effective 9/1/04. (SD1)

Establishes a monthly surcharge on mobile phone connections to fund implementation of wireless enhanced 911 by wireless providers and county public safety agencies.
