In January of this year, a three-member arbitration panel was assembled to hear the wage and non-wage proposals of six of the seven collective bargaining units represented by the Hawaii Government Employees Association and those of its employers, including the State of Hawaii and each of the four counties. Upon adjournment of their hearing, the panel announced that its final decision would be reported no later than March 23, 2004.

In anticipation of their decision, the Committee on Ways and Means has invited Ms. Georgina Kawamura, Director of the Department of Budget and Finance, to brief its members on:

  1. The cost impacts of the award, as they relate to the State of Hawaii, if any;
  2. The adjustments to the Governor’s six-year financial plan that will be made due to these new expenditures, specifically:
    1. Any means to enhance revenues, either through proposed legislation or made through existing statutory authority;
    2. Any reductions that will be made to Executive branch expenditures for the remainder of FY2003-2004, those proposed for FY2004-2005 and those proposed for each fiscal year thereafter for the succeeding five fiscal years; and
    3. Any changes to revenue and/or expenditure assumptions made previously by the Governor that may not be encompassed by either of the above;

    and

  3. Similar information based on the State’s latest offer made in collective bargaining negotiations with the University of Hawaii Professional Assembly, the United Public Workers, and the Hawaii State Teachers Association.
