RELATING TO WORKFORCE DEVELOPMENT.

Requires Leeward community college to establish a program to provide cultural education and integration, language, employment, training, and legal services for Micronesian, Marshallese, and Palauan immigrants in Hawaii in order to assist them in becoming gainfully employed members of the community. Requires the office of continuing education at Leeward community college to fund the program through appropriations made to Hawaii pursuant to the Compact of Free Association Amendments of 2003, P.L. 108-188, 11 Stat. 2027. RELATING TO EDUCATION.

Provides funding for the staffing and facilities needed to ensure that the intent of multi-track schooling approach does not result in lesser quality education for communities with high population growth.

RELATING TO UNAUTHORIZED EXPENDITURES OF PUBLIC FUNDS.

Requires certain state procurement contracts to be reviewed and approved by the attorney general to ensure expenditure safeguard provisions are included; clarifies theft offense to include unauthorized expenditure of public moneys by persons entrusted with expenditure of those moneys.
