RELATING TO CRUISE SHIPS.

Establishes standards for the discharge of treated sewage, graywater, other wastewater, and air emissions from cruise ships and commercial passenger vessels into the marine waters of the State. Prohibits the discharge of untreated sewage from commercial passenger vessels into the marine waters of the State. Provides for recordkeeping and monitoring. Provides criminal penalties.

RELATING TO ENVIRONMENTAL COMPLIANCE.

Establishes the commercial passenger vessel environmental compliance program on the discharge of effluents.

RELATING TO OCEAN RECREATION.

Institutes a moratorium on dolphin tour operator permits in Waianae to protect the nearshore habitat populations of the resident Hawaiian spinner dolphins and akule nurseries.

Provides an income tax check-off to fund environmental educational programs provided by non-profit organizations offering services on state park lands.
