Establishes general provisions for piloting regulations, including the reinstitution of a board of pilot commissioners, transfer of jurisdiction to the department of transportation, and the transfer of authority of the director to the board.

RELATING TO NEGLIGENT HOMICIDE.

Amends definition of negligent homicide in the second degree to include death caused by driving more than thirty miles per hour over the speed limit.

MAKING AN APPROPRIATION FOR TRAFFIC LIGHT CAMERAS.

Appropriates funds to install traffic light cameras along the Waianae coast to monitor traffic flow and adjust traffic lights.

RELATING TO TRAFFIC INFRACTIONS.

Allows driver who has not received a traffic ticket in the preceding 2 years to plead guilty to a traffic infraction and pay a fine but have the record of the violation expunged upon successful completion of a driver's education course.

RELATING TO MOTOR VEHICLES.

Increases the range of fines against both motor vehicle owners of illegal sunscreens and installers of illegal sunscreens. Requires installers to reinstall legal sunscreens or reimburse the owner for the installation of legal sunscreens.
