RELATING TO CONSUMER PROTECTION.

Requires seller of salvaged motor vehicle to provide salvage certificate of title and absolves seller of liability following sale. Requires DOT to certify a salvaged vehicle's fitness to operate on public roads.

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Authorizes the police to take action if there are reasonable grounds to believe that abuse of a household member is about to occur.

RELATING TO OFFENSES AGAINST PROPERTY RIGHTS.

Establishes the offenses of unauthorized entry into motor vehicle in the first degree and second degree.

Requires all operators of motorcycles, motor scooters, and mopeds on public roadways to wear a helmet.

RELATING TO NEGLIGENT HOMICIDE.

Amends definition of negligent homicide in the second degree to include death caused by driving more than thirty miles per hour over the speed limit.

RELATING TO PUBLIC CONTRACTS.

Requires the comptroller to adopt rules to implement a public contractor's duty to make prompt payment to its subcontractors.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY.

Removes the prohibitions on paying commissions on gasoline sales by U-drive companies.

RELATING TO ETHICS.

Requires board and commission members to take a leave when seeking employment in the agency over which the board has responsibilities.

Persons wishing to testify should submit 40 copies of their testimony to the committee clerk, Room 230, State Capitol, 24 hours prior to the hearing.
