RELATING TO TRANSPORTATION.

Short form bill.

Requires the Department of Transportation to Cease to Provide Funding for the Vanpool Program Funding to the City and County of Honolulu, Beginning 7/1/04.

RELATING TO THE USE OF SAFETY HELMETS BY MINORS.

Mandates safety helmet use for motorcycle, motor scooter, and moped operators and bicycle riders under the age of 18 years.

RELATING TO MOTOR VEHICLE SAFETY.

Mandates on-scene drug testing for operators of motor vehicles and individuals involved in vehicular accidents where injury, death, or property damage results.

RELATING TO TAXABLE INCOME.

Provides a tax exemption for gross military income for members of the reserve components of the Army, Navy, Air Force, Marine Corps, or Coast Guard, the Hawaii National Guard, and active military personnel with home of record in Hawaii during the period they are deployed overseas in a hostile fire zone.

RELATING TO TRAFFIC INFRACTIONS.

Requires owner/lessor of leased vehicle cited for parking violation to provide to court having jurisdiction, within 60 days, name and address provided by lessee. Requires court to impose $5 fee on lessor, in lieu of holding lessor responsible for citation, where lessor does not provide the information within 60 days.

RELATING TO STATE MILITARY FORCES.

Exempts all income received by a member of the state military forces from state income taxes while the member is ordered to active duty in federal service.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE MAINTENANCE OF THE WEST HAWAII VETERANS CEMETERY IN THE COUNTY OF HAWAII.

Authorizes the issuance of general obligation bonds and appropriates funds for the maintenance of the west Hawaii veterans cemetery in the county of Hawaii.
