RELATING TO PASSENGER RESTRAINT DEVICES.

Repeals provision in seat belt law exempting vehicles based on number of seat belt assemblies.

RELATING TO ABANDONED VEHICLES.

Amends definition of "abandoned" vehicle to add vehicles parked on public highways that are not currently registered and safety checked.

RELATING TO STREET ROD VEHICLES.

Amends law to include vehicles that are replicas of vehicles manufactured before 1967 as "street rod vehicles" and requires seat belts.

RELATING TO DUNE BUGGIES.

Authorizes dune buggy replica vehicles to be licensed for use on public roadways as special interest vehicles; establishes registration standards; and requires seat belts on dune buggy vehicles.

RELATING TO HAWAII PUBLIC PROCUREMENT CODE.

Clarifies that administrative dispositions do not constitute a grounds for debarment or suspension of a contractor under the Hawaii public procurement code.

RELATING TO HIGHWAY SAFETY.

Requires revocation of driver's license upon conviction of drug offense under chapter 712. Requires notice to examiner of drivers. Prohibits application for a new license for five years after conviction. Allows restoration of license after revocation period upon application and physician's certification person is drug free.

RELATING TO HIGHWAY SAFETY.

Prohibits State and counties from prohibiting military munitions transfers through interstate vehicular tunnels.

RELATING TO SPECIAL NUMBER PLATES.

Provides for a special number plate for disabled American veterans.

Persons wishing to testify should submit 35 copies of their testimony to the committee clerk, Room 230, State Capitol, 24 hours prior to the hearing.
