RELATING TO CHILD PASSENGER SAFETY.

Strengthens child safety seat law by requiring child safety seat or booster seat usage for children over four years, but less than eight years old.

RELATING TO PILOTAGE.

Establishes general provisions for piloting regulations, including the reinstitution of a board of pilot commissioners, transfer of jurisdiction to the department of transportation, and the transfer of authority of the director to the board.

RELATING TO TRAFFIC VIOLATIONS.

Provides for fines for the owner and for the installer who violate the motor vehicle sun screening device law.

RELATING TO PROCUREMENT.

Requires the office of the auditor's compliance audit unit to audit any contract modification, change order, or price adjustment of any contract that is $5,000,000 or more; provided that the modification, change order, or price adjustment is equal to or greater than fifteen per cent of the original contract amount.

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Allows for reciprocity of motor vehicle driver licensing.

RELATING TO HIGHWAY SAFETY.

Requires the director of transportation to establish a program for random testing of operators of certain motor carrier vehicles for the use of intoxicants.

RELATING TO HIGHWAY SAFETY.

Establishes a new offense of operating a vehicle with a measurable amount of illegal drugs in a person's blood or urine, without the need to show that the drug must have impaired the person's ability to operate a vehicle in a careful and prudent manner. Requires drug testing for anyone arrested for DUI.

RELATING TO DRIVING UNDER THE INFLUENCE.

Requires forfeiture of driver's license upon conviction for driving under the influence of an intoxicant that is a drug.

RELATING TO UNCLAIMED PROPERTY.

Exempts property held by member-owned utility cooperatives that provide island-wide service from the unclaimed property laws.

RELATING TO STATE AND COUNTY TORT LIABILITY.

Repeals sunset date for public land liability immunity established by Act 190, SLH 1999, and sunset date for state and county tort liability relating to lifeguard services established by Act 170, SLH 2002.

RELATING TO THE AUDITOR.

Clarifies that the legislature reimburses the auditor's financial audits of county agencies.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY OF KAUA'I.

Authorizes capital improvement projects on the county of Kaua'i. (Drainage master plan, new Kapa'a fire station, solid waste facilities, Waimea sewer system, Lihu'e sewer system, Wailua houselots drainage facilities and emergency homeless shelter).

RELATING TO TRANSPORTATION.

Requires bicycle riders of all ages to wear bicycle helmets.
