RELATING TO CAMPAIGN SPENDING. Prohibits a person from soliciting or receiving campaign donations on government property; prohibits government contractors with total contracts over $25,000 from making contributions; prohibits use of contributions for personal expenses; amends registration requirements; clarifies that excess contributions must be returned within 30 days; makes false reports or illegal contributions a class C felony; eliminates public funding for candidates in special elections; repeals the fundraiser limitations. |

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 5, OF THE HAWAII STATE CONSTITUTION TO ALLOW FULL PUBLIC FINANCING OF CAMPAIGNS FOR PUBLIC OFFICE. Places a question on the 2004 general election ballot that asks if the constitution should be amended to allow a full public financing of campaigns for public offices of the State and its political subdivisions. |
