RELATING TO PROCUREMENT.

Establishes that the recommendations of a procurement selection committee cannot be overturned without due cause. Establishes that debarment and suspension are to be reserved for egregious acts against governmental bodies and the procurement code; allows AD to waive requirements for offerors; repeals ch. 103D exemptions from procurement code.
