Authorizes the High Technology Development Corporation to issue special purpose revenue bonds to assist the Hawaii operations of Electricore, Inc., in the production of unmanned vehicle and aerial systems and related technologies.

Amends the definition of "record" to include digital recordings for purposes of privacy violations; includes use of any device for recordings that constitute privacy violations.

Authorizes the issuance of $100 million in special purpose revenue bonds by the HTDC to finance wet lab space and a biotech incubator.
