Allows local exchange carriers to elect alternate form of regulation, including its rates, terms, and conditions for its retail services. Allows for specified rate increases and decreases. Allows for rate adjustments or recover changes in costs or in revenues because of an exogenous event.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS BY THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION.

Authorizes the issuance of $100 million in special purpose revenue bonds by the HTDC to finance wet lab space and a biotech incubator.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HIGH TECHNOLOGY INDUSTRIAL ENTERPRISES.

Authorizes the high technology development corporation to issue special purpose revenue bonds on behalf of Electricore, Inc., to produce unmanned vehicle and aerial systems and related technologies.
