Establishes the rights and duties of artists and art dealers under an agreement for the consignment of fine art.

Authorizes issuance of GO bonds in order to complete the restoration of the Waikiki War Memorial Natatorium.

RELATING TO THE STATE ART MUSEUM.

Provides statutory authority for the establishment of the state art museum and continuing operational funding; conforms chapter 9, HRS, with the duties of the state foundation on culture and the arts concerning the art in public places and relocatable works of art program and the state art museum.

RELATING TO THE STATE ART MUSEUM.

Authorizes on-going operational funding for the State Art Museum. Clarifies the duties imposed on the State Foundation on Culture and the Arts, the Art in Public Places and Relocatable Works of Art Programs, and the State Art Museum.

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Authorizes the deposit of penalties, fines, and other administrative charges into the Hawaii Historic Preservation Special Fund. And allows monies from the Fund to be used to pay for permanent and temporary staff positions, and administrative and operational costs for the Historic Preservation Program.

RELATING TO THE MUSEUM OF HAWAIIAN MUSIC AND DANCE.

Establishes the museum of Hawaiian music and dance within DAGS for Hawaiian music and dance to be headed by a board of directors. Authorizes the expenditure of funds for the museum of Hawaiian music and dance from the works of art special fund and OHA. Appropriates funds.

RELATING TO RESORT FACILITY TAX CREDIT.

Provides a tax credit to qualified taxpayers that provide wireless internet access in qualified resort facilities.
