RELATING TO DRUG TESTING.

Implements a new program of drug testing for public safety-sensitive positions. Requires that prospective employees for safety-sensitive positions be subject to substance abuse testing. Authorizes the Hawaii labor relations board to review appeals of employer-related substance abuse testing decisions. Excludes drug testing, drug testing procedures, and positive drug testing sanctions from collective bargaining negotiations.

RELATING TO THE HAWAII PAROLING AUTHORITY.

Converts the 2 part-time members of the Hawaii Paroling Authority to full-time members.

RELATING TO CORRECTIONAL FACILITIES.

Directs the executive branch to request for proposals for the design, development, and operation of a correctional treatment facility by a private entity and to consider the undeveloped portion on the existing Halawa correctional facility as one possible site for the facility.

MAKING AN EMERGENCY APPROPRIATION FOR THE HAWAII STATE DISASTER REVOLVING LOAN FUND.

Makes an emergency appropriation of $1,000,000 from the state disaster revolving loan fund to respond to assistance requests resulting from heavy rain and flooding on 12/7/03 to 12/8/03.

RELATING TO TAXABLE INCOME.

Provides a tax exemption for gross military income for members of the reserve components of the Army, Navy, Air Force, Marine Corps, or Coast Guard, the Hawaii National Guard, and active military personnel with home of record in Hawaii during the period they are deployed overseas in a hostile fire zone.

RELATING TO STATE MILITARY FORCES.

Exempts all income received by a member of the state military forces from state income taxes while the member is ordered to active duty in federal service.

RELATING TO CONTROLLED SUBSTANCES.

Amends law regulating chemical precursors to controlled substances to require reporting of certain data relating to transactions in specific chemicals. Establishes procedure for adding to list of regulated chemicals. Imposes additional penalties for violations relating to precursor chemicals.

RELATING TO ECONOMIC DEVELOPMENT.

Requires DBEDT to assist communities surrounding military installations in obtaining financing for economic development projects that seek to address future realignment or closure of an installation.

Establishes the Military Community Infrastructure Development Revolving Loan Fund to help military communities develop infrastructure to minimize the possibility of or the adverse effects of the closure or reduction in capacity of a military installation on the military community.

Requires that the range and quality of programming offered to women in corrections be substantially equivalent to the range and quality of programs offered to males.
