Establishes maximum creditable annual salary formula for purpose of determining average final compensation and retirement benefits of public employees whose salaries are in excess of five times the median public employee salary. Authorizes optional annuity contracts to allow deferral of taxes paid on earnings in excess of maximum creditable amounts. |

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Enables full time employees of the legislature to claim past per diem service as credit towards retirement. |

RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS. Clarifies that a public employee with credited service prior to 7/1/96, that suffers a break in service before or after 7/1/96, shall qualify for the retirement health benefits plan as it existed prior to 7/1/96; provided that the public employee meets certain requirements. |

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Allows noncontributory members of the employees' retirement system to retire without incurring an actuarially-reduced pension after 25 years of service, regardless of their age upon retirement. |
