RELATING TO EMPLOYEES.

Directs DLIR to adopt rules to clarify the definition of "eligible employee" for purposes of the prepaid health care law, as an employee who works 80 or more hours in a consecutive 4-week period, regardless of the number of hours worked in any one week of that period.

RELATING TO MANDATORY OVERTIME FOR NURSES.

Prohibits both public and private hospitals from forcing nurses to work overtime, except in cases of a federal, state, or county declared emergency. Excludes nurse midwives and nurse anesthetist from mandatory overtime requirements.

RELATING TO SAFE NURSE STAFFING.

Provides for patient protection by requiring safe nurse staffing and limiting the number of mandatory overtime hours a nurse may be required to work at all private and public hospitals, skilled nursing and long term care facilities, dialysis units, certain medicare/medicaid providers by holding the provider responsible for safe nurse staffing and for other purposes.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Establishes a new defined benefit contributory plan with a hybrid feature for certain current and future members.

RELATION TO PEST CONTROL.

Specifies that a pest control operator obtain and maintain continuous coverage of workers' compensation and liability insurance for licensure. And sets forth the consequences for failing to do so.
