RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT. Creates a collective bargaining unit for substitute teachers of the DOE, including part-time employees working less than one-half of a full-time equivalent. Allows the members of bargaining unit (14) to strike. |
