During the 2003 Regular Session, the Hawaii State Legislature adopted House Concurrent Resolution No. 94, House Draft 1, to request the Department of Human Resources Development to submit yearly reports to the Legislature on exempt employees as required pursuant to Act 253, Session Laws of Hawaii 2000.
In this Concurrent Resolution, the Legislature found that there were important public policy issues related to:
· Evaluating the current exemptions from civil service, including the need to staff persons on a permanent verses a temporary or periodic basis;
· Providing stability to the fiscal implications of converting positions from exempt to civil service; and
· Assuring that any transition to civil service is fair and equitable.
Pursuant to this Concurrent Resolution, the Director of Human Resources Development will brief the House Committee on Labor and Public Employment on her findings and recommendations. NO PUBLIC TESTIMONY WILL BE ACCEPTED.
