RELATING TO DRIVER LICENSING.

Establishes a three-stage graduated driver licensing system for persons under the age of eighteen. Requires drivers under the age of eighteen to be accompanied by a licensed parent or guardian when driving between the hours of ten o'clock p.m. and four o'clock a.m. with exceptions. Requires temporary permit holders to be accompanied with an individual who is twenty-one years of age rather than eighteen when driving.

RELATING TO OFFENSES AGAINST THE PERSON.

Adds violence against health care professionals to the offenses of assault in the second degree and terroristic threatening in the first degree.

RELATING TO INVOLUNTARY PSYCHIATRIC TREATMENT.

Authorizes the Department of Health to adopt rules to establish an administrative process allowing involuntary medication of psychiatric patients institutionalized at state operated or funded psychiatric facilities to alleviate mental illness and restore competency while protecting the rights of patients. RELATING TO CHILD WELFARE SERVICES.

Clarifies that DHS may require a parent, legal custodian, guardian, or caregiver, in cases where appropriate, to participate in diversion and other supportive services, in lieu of taking custody of a child.

RELATING TO CIVIL RIGHTS.

Adds sexual orientation as a protected status for laws prohibiting discrimination in housing. Creates an additional exemption to discrimination in housing law. Adds sexual orientation and familial status as protected statuses in anti-blockbusting law.

RELATING TO ACCESS TO REAL PROPERTY.

Requires a seller to disclose to a buyer the existence, if any, of legal or traditional public access whenever a piece of real property is put up for sale.

RELATING TO LIGHT POLLUTION.

Authorizes BLNR to prohibit residential properties from shining artificial lights onto adjacent shorelines and nearshore waters of state conservation districts as designated under chapter 183C, HRS, and special management areas as designated under chapter 205A, HRS. (HB1743 HD1)
