Provides for the expiration of the term of a member of any State board, commission, agency, authority, or committee where the member failed to attend three consecutive unexcused meetings and the board was unable to constitute quorum due to the member's unexcused absence. (SD1)

RELATING TO MOTOR VEHICLES.

Increases fines for repeatedly allowing car alarm to sound for longer than 5 minutes. Allows court to revoke driver's license for speeding more than 90 mph. (SD1)

RELATING TO MOTOR VEHICLES.

Provides for fines for the owner and for the installer who violate the motor vehicle sun screening device law. (SD1)

RELATING TO DRIVER LICENSING.

Establishes a 3-stage graduated driver licensing program for persons under the age of 18. Requires them to be accompanied by a licensed parent or guardian when driving between 11 p.m. and 5 a.m., with limited exceptions. Requires temporary instruction permit holders to be accompanied by a person who is at least 21, rather than 18, when driving. (SD1)

RELATING TO PRIVATE ROADS.

Requires owners of private roads to maintain private roads pursuant to agreement or in absence of agreement in equal shares. Allows county ordinances dealing with maintenance of private roads to supercede new part. (SD1)

RELATING TO ADMINISTRATIVE INSPECTIONS.

Removes the probable cause requirement from inspections by agents of the Department of Land and Natural Resources of any bag, container, vehicle, or conveyance that may contain aquatic life, in determining compliance with state laws and regulations on aquatic resources. (HB2964 HD1)

RELATING TO CHAPTER 707, HAWAII REVISED STATUTES.

Clarifies that the definition of "sexual penetration" includes the acts of cunnilingus and anilingus whether or not actual penetration has occurred; includes a person committed to the director of public safety subjected to sexual penetration as a victim of sexual assault in the second degree; adds a law enforcement officer to list of persons who can commit sexual assault in the third degree by knowing sexual contact and adds person confined to a detention facility or in custody as victims.
