RELATING TO MENTAL HEALTH.

Allows the Department of Health to expand its capacity to obtain verifiable information regarding the criminal history of potential employees and contract providers to both mental health divisions. Increases the appropriation ceiling of the criminal history record improvement revolving fund to accommodate the purposes of this measure. (SD1)

RELATING TO CRIME VICTIM COMPENSATION.

Compensates family members of murder, manslaughter, and negligent homicide victims for mental health counseling services.

RELATING TO THE STATE TORT LIABILITY ACT.

Reiterates the underlying intent of the discretionary function exception and the intentional tort exception to the State's waiver of sovereign immunity for the torts of its employees. Declares that all of the exceptions to the State's waiver of sovereign immunity are to be broadly construed in the State's favor.

Proposes to amend article I, section 10 of the Hawaii Constitution to allow a felony prosecution to be initiated by a criminal prosecuting officer through the filing of a signed written information setting forth the charge.

RELATING TO EDUCATION.

Amends article VII, section 12, and article X, section 1 of the Constitution of the State of Hawaii to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist not-for-profit private elementary schools, secondary schools, colleges, and universities.
