RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Requires all drivers under age eighteen to be accompanied by a licensed driver over age twenty-one when driving between 11:00 p.m. and 5:00 a.m., subject to exceptions. (SD1)

RELATING TO DRIVER LICENSING.

Establishes a 3-stage graduated driver licensing program for persons under the age of 18. Requires them to be accompanied by a licensed parent or guardian when driving between 11 p.m. and 5 a.m., with limited exceptions. Requires temporary instruction permit holders to be accompanied by a person who is at least 21, rather than 18, when driving. (SD1)

RELATING TO THE TRAFFIC CODE.

Amends traffic code to increase pedestrian safety. Increases penalties for failure to comply with pedestrian safety laws. (SD1)

RELATING TO NATURAL RESOURCE VIOLATIONS.

Establishes a civil natural resource violations system within DLNR to process violations of departmental regulations. (SD1)

RELATING TO PUBLIC PROPERTY.

Instituting a misdemeanor penalty and fines for any person obstructing access to the sea, the shoreline, any inland recreational area, or any of the public rights-of-way, transit areas, or public transit corridors.

RELATING TO PUBLIC LANDS.

Allows nine hundred ninety-nine year homestead leases to be assigned to hanai and adopted first cousins.

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 227, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. At the Chair's discretion, the time allotted for individual oral testimony may be limited.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
