RELATING TO ADMINISTRATIVE PROCEDURE.

Establishes that the proceedings or decisions of a contested case hearing shall not be an adequate substitution for the public hearing process that is required to adopt, amend, or repeal an administrative rule. Disallows the reliance upon other decisions and orders when rendering a decision and order on a rule.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Authorizes the DHHL to enter into business relationships with private companies.

RELATING TO CRIMINAL TRESPASS.

Amends the criminal trespass laws to prohibit persons from entering or remaining unlawfully on certain public or private property for a specified time period, after a reasonable warning or request to leave the premises has been issued.

Enacts a provision for special sentencing for habitual violent felons.

Prohibits sale of ammunition unless purchaser shows registration for the firearm for which the ammunition is to be purchased.

RELATING TO FIREARMS.

Prohibits carrying or displaying a replica gun in public and on public school grounds, or brandishing in presence of law enforcement officer; provides penalties.
