MAKING AN APPROPRIATION FOR A SEXUAL ASSAULT NURSE EXAMINERS PROGRAM.

Makes appropriation for a pilot project establishing a program for sexual assault nurse examiners to be administered through the department of the attorney general and to be implemented through the county police departments.

RELATING TO CONSTRUCTION.

Enacts a construction professional conciliation panel law.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Appropriates funds for the payment of claims against the State for: refunds of taxes; judgments and settlements; and other miscellaneous payments.

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL.

Allows the AG to retain and deposit into the Litigation Deposits Trust Fund 33% of any recovery from any civil action or settlement of a civil claim.

RELATING TO TOBACCO.

Prohibits the distribution of untaxed cigarette via telephone, mail order, the Internet, or other on-line sources. Revises provisions relating to the AG's seizure and confiscation authority. Addresses the availability of low-priced cigarettes to underage smokers concern.

RELATING TO TOBACCO.

Requires businesses engaged in the sale of cigarettes and other tobacco products at the retail level to acquire a retail tobacco permit from DOTAX. Provides criminal penalties for the retail sale of cigarettes or other tobacco products without a valid retail tobacco permit, and the seizure and forfeiture of cigarettes and other tobacco products sold, possessed, kept, acquired, distributed, or transported without a valid retail tobacco permit.

RELATING TO FORFEITURES.

Requires moneys from the criminal forfeiture revolving fund to be used for drug treatment programs.

SB 2748

RELATING TO DRUG DEMAND REDUCTION ASSESSMENTS.

Adds to the offenses for which an offender must pay the drug demand reduction assessment used to fund drug treatment. Amends priority of payment to require payment of restitution, probation fees, and crime victim compensation fees before assessment. Places burden on offender to show inability to pay.
