RELATING TO STATE TRANSPORTATION POLICE.

Establishes a state transportation police unit within the department of transportation with jurisdiction over state harbors, highways, and airports.

RELATING TO AUTO THEFT.

Establishes the Hawaii automobile theft prevention authority under the department of the attorney general to prevent, combat, and reduce auto theft.

RELATING TO ADMINISTRATIVE RULES.

Transfers responsibility to administer agency administrative rules from the lieutenant governor to the ombudsman. Appropriates funds to the ombudsman for this purpose. Repeals governor's and mayors' power to veto rules.

SB 2759

RELATING TO REAL PROPERTY TAXES ON KULEANA LAND.

Requires each county to adopt an ordinance that exempts kuleana lands from real property taxes if the land has been continuously occupied by the original titleholder.

SB 2995

RELATING TO COMMERCIAL DRIVER LICENSING.

Revises standards, requirements and penalties, makes improvements to the commercial driver’s license program, and includes imposing a disqualification on CDL drivers who have been convicted of traffic offenses while operating a noncommercial motor vehicle.

SB 3186

RELATING TO UNAUTHORIZED EXPENDITURES OF PUBLIC FUNDS.

Requires certain state procurement contracts to be reviewed and approved by the attorney general to ensure expenditure safeguard provisions are included; clarifies theft offense to include unauthorized expenditure of public moneys by persons entrusted with expenditure of those moneys.

SB 2746

RELATING TO HABITUAL OPERATION OF A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Requires habitual DUI offender to pay driver education assessment, to be assessed for substance abuse or dependence, and to obtain treatment if necessary. Prohibits issuance of new license to habitual DUI offender until period of license revocation expires. Permits court to order offender to reimburse cost of blood or urine testing. Adds conforming references to habitual DUI offenders to use of intoxicants law.

RELATING TO SPEEDING.

Makes excessive speeding a petty misdemeanor and establishes penalties including driver's license suspension or revocation, driver retraining, fines, assessments, community service, and imprisonment.

RELATING TO THE ELECTIONS APPOINTMENT AND REVIEW PANEL.

Deletes the reporting due date of the biennial performance evaluation of the operation of elections and the performance of the chief election officer.

RELATING TO EDUCATION.

Reduces bureaucracy from outside the department of education by transferring to it many of those functions, positions, records, and equipment from other state agencies that were previously dedicated to serving department of education needs.
