RELATING TO CHILD ABUSE AND PROTECTION.

Requires the department of human services to implement a program to conform to the federal Child Abuse Prevention and Treatment Act to provide drug affected newborns and their families with referral services, safe care, and triage procedures. Requires DHS to seek federal grants. Allows DHS to adopt necessary rules to obtain federal grants. (SD1)

Amends level of care payment as determined by the director of human services; appropriates funds.

RELATING TO HEALTH CARE.

Appropriates $ for health care services for low-income, uninsured immigrants. (SD2)

RELATING TO MEDICAID REIMBURSEMENT.

Changes the effective start date of the revised reimbursement methodology for long-term care services from 7/1/03 to 7/1/08. Eliminates the "sunset" provision of the original act to enable the new reimbursement methodology to continue. (SD1)

RELATING TO HOME AND COMMUNITY-BASED SERVICES.

Extends the statutory authority for the licensing of home and community-based case management agencies and the certification of community care foster family homes until 6/30/06. Makes the Department of Human Services or its designee, responsible for certifying any community care foster family homes. Requires adult protective services perpetrator checks as a requirement for certification. (SD2)

RELATING TO MEDICAL ASSISTANCE FOR PREGNANT LEGAL IMMIGRANTS.

Provides state-funded medical assistance for pregnant legal immigrants who entered the United States on or after August 22, 1996, who are age 19 or older, and whose countable family income does not exceed 185% of the federal poverty level for Hawaii. (SD2)

RELATING TO HEALTH CARE.

Appropriates funds to DHS for necessary reimbursements to long-term care providers for dialysis patients. (SD2)
