Appropriates funds to DHS for necessary reimbursements to providers.

Changes the definition of "abuse" of dependent adults to require conduct that includes gross neglect, grossly negligent treatment, or wanton acts or omissions in order to constitute abuse.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Amends level of care payment as determined by the director of human services; appropriates funds.

RELATING TO RESPITE SERVICES.

Establishes the Hawaii respite services trust fund to provide funding for grants to caregivers for respite services.

Creates the medically fragile children's trust fund that helps pay for the medically fragile child's medical and caregiver's expenses.

Provides immunity from liability from personal injury suit brought by biological parents of a medically fragile child against foster parents who care for that child.

Includes discrimination against individuals who live with an animal as a discriminatory practice in real property transactions.
