RELATING TO THE RESTORATION OF FULL FUNDING FOR HEALTHY HAWAII INITIATIVE FROM THE TOBACCO SETTLEMENT FUNDS AND APPROPRIATING FUNDS FOR HEALTHY START HAWAII.

Restores full funding for the healthy Hawaii initiative for FY2004-2005 from the tobacco settlement fund. Authorizes the appropriation of funds for healthy start Hawaii from general funds.

RELATING TO HEALTH.

Requires that funds appropriated from the tobacco settlement special fund and earmarked for the Healthy Hawaii program be expended solely for that purpose and not supplant general fund moneys.

RELATING TO HAWAII TOBACCO SETTLEMENT MONEYS.

Provides a limitation on bond requirements during appeal in litigation involving the master settlement agreement companies.

MAKING AN APPROPRIATION FOR THE EARLY INTERVENTION SECTION.

Appropriates funds for early intervention services for infants and toddlers from birth to three years of age with special needs.

RELATING TO EDUCATION.

Establishes nutrition standards for food and beverages sold to students in public and private elementary, middle, and intermediate schools; establishes school nutrition advisory council.

RELATING TO CRIME VICTIM COMPENSATION.

Compensates family members of murder, manslaughter, and negligent homicide victims for mental health counseling services.

RELATING TO SUBSTANCE ABUSE TREATMENT.

Appropriates funds to the alcohol and drug abuse division of DOH to expand their funding base to ensure that parents with children under the age of nineteen are allowed the option to participate in residential substance abuse treatment.
