RELATING TO GENETIC PATERNITY TESTING.

Requires unwed fathers to submit to genetic testing prior to issuance of a child support order. Provides for married fathers to sign a genetic testing waiver and an acknowledgment of paternity form in lieu of genetic testing.

RELATING TO CHILD PROTECTIVE SERVICES.

Requires the department of human services to adopt child welfare social worker caseload standards. Requires child welfare social workers to be reclassified to achieve a two salary range upgrade.

RELATING TO CHILDREN'S PRODUCT SAFETY.

Prohibits the use of unsafe children's products. Prohibits child care facilities from using or having on the facility premises unsafe children's products.

RELATING TO FOSTER CUSTODY.

Requires department of human services to establish a protocol to implement a good faith and diligent effort to identify and locate extended family members for possible foster custody placement for a child.

RELATING TO FAMILIES.

Permits families subject to child protective act proceedings to use an independent advocate to assist them in dealing with the State and with the family court without fear of retaliation. Requires State and family court to permit advocate to assist family that seeks independent advocate's assistance.

RELATING TO CHILD PROTECTIVE SERVICES.

Requires that the child protective review panel review proceedings taken prior to the issuance of a court order upon the request of the child's family who believe that the child was wrongfully removed from the family home.

RELATING TO SOCIAL WORKERS CODE OF ETHICS.

Creates code of ethics for child protective services social caseworkers, adopted from the National Association of Social Workers Code of Ethics.

RELATING TO FAMILY COURT.

Requires guardians ad litem to undergo background check and drug testing; requires the judiciary to establish a system to monitor and evaluate the performance of guardians ad litem to ensure accountability; requires the auditor to perform a management and performance audit of the judiciary's guardian ad litem program.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 226, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
