RELATING TO TRANSIT SERVICES FOR ELDERLY AND DISABLED.

Requires the department of human services to establish a medical discount taxi program for seniors and disabled individuals with limited incomes and who are not wheelchair bound; program shall provide transportation to enable participants to receive necessary medical care and such other services for which federal funds may be available.

RELATING TO CHILD ENDANGERMENT.

Establishes the offense of endangering the welfare of a child in a motor vehicle.

RELATING TO ACCESS TO VITAL STATISTICS RECORDS BY CHILD SUPPORT ENFORCEMENT AGENCIES.

Allows state and federal agencies conducting activities under the federal Title IV-D child support enforcement program to have direct access to vital statistics records maintained by the DOH, Office of Health Status Monitoring.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR SERVICE PROVIDERS OF THE OFFICE OF YOUTH SERVICES.

Authorizes the Office of Youth Services to obtain criminal history and child abuse record information on employees, prospective employees, and volunteers of its providers and subcontractors in positions that necessitates close proximity to youth.

RELATING TO BACKGROUND CHECKS FOR PROVIDERS OF HOME AND COMMUNITY-BASED SERVICES.

Requires the Department of Human Services to establish standards, which shall include criminal history record, Adult Protective Service (APS) and Child Protective Service (CPS) checks, to ensure the reputable and responsible character of service providers who have direct contact with individuals receiving services.

RELATING TO CHILD WELFARE SERVICES.

Clarifies that DHS require a parent, legal custodian, guardian, or caregiver, in cases where appropriate, to participate in diversion and other supportive services, in lieu of taking custody of a child.

RELATING TO CHILD ABUSE.

Clarifies that Department of Public Safety deputy sheriffs and narcotics enforcement officers, and Department of the Attorney General investigators are required to report child abuse cases. Allows these employees to take a child victim into protective custody.

RELATING TO DEPENDENT ADULT PROTECTIVE SERVICES.

Requires DHS to inform: (a) the appropriate police department of all dependent adult abuse or neglect reports received by the department, excluding reports involving self-neglect; and (b) the appropriate police department or office of the prosecuting attorney of relevant information concerning a case of dependent adult abuse or neglect when the information is required for the investigation or prosecution of the case.

RELATING TO PUBLIC ASSISTANCE.

Clarifies that covered loss deductible does not include public assistance benefits.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
