MAKING AN APPROPRIATION FOR A YOUTH SUMMIT.

Appropriates funds for a youth summit to address ideas and concerns of interest to Hawaii's youth.

RELATING TO CHILD ABUSE AND NEGLECT.

Authorizes an income tax return check-off with funds going into the Hawaii children's trust fund, domestic violence prevention special fund, and spouse and child abuse special accounts.

RELATING TO CHILDREN AND YOUTH.

Appropriates $12 million to nonschool-hour programs for children or youth enrolled in school.

RELATING TO CHILD ABUSE.

Requires members of the clergy to report cases of child abuse to the police or the department of human services; exempts confidential clergy communications.

RELATING TO THE EDUCATION OF FOSTER YOUTH.

Changes eligibility requirements to receive higher education board allowances for foster children attending college from a maximum age requirement (less than age 22) to a maximum time period (5½ years). Prohibits the use of federal funds to pay for the allowance if the former foster child is 21 years old or older.

RELATING TO CRIB SAFETY.

Establishes a used crib safety program for children under the age of three; establishes standards; provides penalties and remedies.

RELATING TO CHILD CARE.

Establishes requirement that child care facility licensees, employees, and volunteers shall be required to have training in methods of preventing sudden infant death syndrome.

RELATING TO CHILD PROTECTION.

Requires the service plan for protection of a minor to include family therapy or services to be provided to the member or members of the child's family who have contributed to abusive or assaultive incidents in the child's history.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 226, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
