RELATING TO QUALIFIED MENTAL HEALTH CENTER INVESTMENT TAX CREDIT.

Provides income tax credit for investments in qualified mental health centers using new treatment modalities in decreasing percentages beginning in the year the investment is made and for the following four years. Requires certification from director of health. Applies to tax years beginning after 12/31/2003.

RELATING TO KALAUPAPA SETTLEMENT.

Requires the Department of Health to track Kalaupapa Settlement patient and non-patient costs separately and to submit an annual report to the Legislature to report initiatives and improvements.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ST. FRANCIS HEALTHCARE SYSTEM OF HAWAII AND ITS AFFILIATES.

Issues special purpose revenue bonds to assist St. Francis Healthcare System of Hawaii and its affiliates in financing the construction, improvement, and equipment of health care facilities.

RELATING TO THE SALE OF STERILE SYRINGES FOR THE PREVENTION OF DISEASE.

Makes permanent the provisions of Act 292, SLH 2001, to allow the continued sale of syringes for the prevention of disease.

RELATING TO NURSES.

Makes permanent the board of nursing's power to grant prescriptive authority to qualified advanced practice nurses. Requires board to designate the applicable formularies and to establish an advisory committee to advise on the formularies.

RELATING TO AUTOMATIC EXTERNAL DEFIBRILLATORS.

Provides immunity from liability for those who administer free AED programs; provides immunity for any person responsible for the site where an AED is located; clarifies that immunity for AED-trained individuals applies to any AED device, regardless of its location.

RELATING TO TECHNOLOGY.

Adds language to Act 174, Session Laws of Hawaii 2003; appropriates funds pursuant to Act 174 to advance the development toward early detection and treatment of skin cancer.

RELATING TO MEDICAL BOARD DISCIPLINARY ACTION.

Expands the choices of disciplinary sanctions the Board of Medical Examiners may impose by adding the sanctions of censure and reprimand.

RELATING TO BOTTLED WATER.

Removes certain conditions and controls for producing bottled water, including the prohibition of transporting or storing bottled water in bulk tanks and the requirement of dedicated lines for the production of bottled water.
