RELATING TO WORKFORCE DEVELOPMENT. Requires leeward community college to establish a program to provide cultural education and integration, language, employment, training, and legal services for Micronesian, Marshallese, and Palauan immigrants in Hawaii in order to assist them in becoming gainfully employed members of the community. Appropriates funds out of moneys appropriated to the state by the federal government pursuant to section 104(e) of the Compact of Free Association Amendments Act of 2003, P.L. 108-188, 11 Stat. 2027 for the establishment of pilot programs. |

Requires contractors on public works construction contracts to comply with department of labor and industrial relations specifications for staffing requirements. Clarifies that the state law requiring payment of prevailing wages applies to all laborers, mechanics, required assistants, helpers, tenders, and apprentices on a public works project. |

MAKING AN EMERGENCY APPROPRIATION FOR THE STATE WORKERS' COMPENSATION PROGRAM. Appropriates additional emergency funds ($4,993,726) for the state workers compensation program, for FY 2003-2004. |

RELATING TO HEALTH BENEFITS. Provides members of collective bargaining unit 12 (police officers) with a tax credit for health insurance premiums. Provides credit of up to $960 per year for single coverage and $2,400 per year for family coverage. |

RELATING TO COUNTIES. Allows Honolulu, Maui, Kauai, and Hawaii counties to enter into an agreement with the State to extend the State's mandatory deferred compensation retirement plan to part-time, temporary, and seasonal or casual public employees of the counties. Requires the county to designate a county agency to coordinate the plan. Allows the State to levy fees on the counties to cover costs incurred by the State for county plans. |
